The central proposition is that superconductivity onset occurs when electrons thermally promoted above the Fermi level achieve a De Broglie wavelength spanning an integer number of lattice spacings — producing constructive wave interference that eliminates scattering. Zero scattering equals zero resistance. One non-trivial consistency with independent experimental data is demonstrated: the effective mass required for perfect commensurability in YBCO (1.944 m0) falls within the independently published quantum oscillation measurement of 1.9 +/- 0.1 m0. The hypothesis is tested against four cuprate systems — YBCO (93K), BSCCO (110K), TBCCO (127K), and Hg-1223 under 22 GPa pressure (153K) — all producing commensurability ratios within 0.31 of a whole integer. Two falsifiable experimental predictions are made: BSCCO thermally promoted electron effective mass: 1.506 m0 TBCCO thermally promoted electron effective mass: 1.545 m0 A speculative extension identifies Hg-1223 as a candidate base material for room temperature superconductor engineering, requiring approximately 2% lattice compression toward a target of 3.745 Angstroms.
